Merging in of latest changes

Represents the following:

• Updating of the ier.mdx to illustrate the preparation of Task Manager
  • Adding the config maps for the TM pods
  • Uploading the jars from the config manager
  • Staging those jars in our static directory path
• Cleaning up and granulated explanations for database deployments
  • IER database specifics
    • ROSDB and FPOSDB
      • Extra table spaces for ROSDB
• Updates to our reference CR that's now stored in the static paths in our repo
