cibuildwheel was already bumped for the Windows 62 and 64 bit jobs, but the Linux and Mac OS jobs were still using the old version, which doesn't support Python 3.12. So despite the advertised support for Python 3.12, the 3.12 wheels were not actually being uploaded. actions/upload-artifact was only bumped to v4 on 64 bit Windows. Adding the .gitattributes file is necessary because, while cloning the ibm_db code on the Zos machine, the files of the cloned project were not in readable format. By adding this file, all the files will be in readable format.
