Velodyne PCAP convertation utility

This utility prints to stdout TSV with the following fields:

UNIX timestamp in microseconds
Azimuth in degrees multiplied by 100
X, Y, Z in millimetres
Point intensity (0-255)
Laser ID (0-63)
