Files gitlog2changelog.py and release_procedures.txt are Outdated

When working through the release of PAPI 7.2.0b1, the following files were found to be outdated:

• gitlog2changelog.py
  • Range to search for commits in log would result in an error
  • Conditional check for re.search is incorrectly coded to check for >=
• release_procedures.txt
  • Need to remove Bitbucket text and replace with GitHub equivalent (e.g. Removing the process of creating multiple forks in Bitbucket since this is not possible on GitHub)
