ci: Enable tests on Windows OS #1177

Fixes #1178

This only enables pytests and skips PDF checks.
Getting the full test suite to work on Windows OS require lot more effort.

Maybe update #1178 since this doesn't address all of it. Consider a separate issue for tracking the rest.

I've updated #1178 and #1181 addresses the overall Windows OS tests.
