policy.htmlに、HTMLとPDFの選択優先順位ルール記載したいです。

HTMLとPDFの両方が存在すればHTMLを優先。
HTMLは存在せず PDFのみ存在する場合はPDFを選択。
HTMLは存在するもののURLにユニーク性がなく、反面PDFにユニーク性がある場合はPDFを採用
