asset(image-webdev): Add image-webdev

Fixes: #82

Description

Adds webdev tech images. It isn't complete yet, but we can start with this.

Checklist:

• My changes generate no new warnings or errors
• The build passes successfully
• I have verified that these changes don't negatively impact performance
• Also optimized for mobile layouts
• I have optimized the image(s) for performance (compression, size, etc.)
• I have verified that the image(s) display correctly in the project context

Regression Testing

If your changes affect the core tier list functionality (such as URL encoding, OG image generation, etc.), you must
perform these tests and add more if necessary. Otherwise, you may opt to skip this step.

We haven't implemented automated testing yet, so please manually test by clicking the links for the following scenarios
