Consider providing page extension plugins

Interface with low scalability. I think we may be able to carry out not only the work of using layer plugins, but also the extension of pages, which is equally important.
Especially, I have seen some excellent pages in the existing PRs:

By utilizing dynamic import capabilities and plugin systems, we provide context to the plugin system, allowing the community to offer richer capabilities through the development of UI plugins.

If we want to create a UI plugin system, some todos:

• Plugin option setting page
• Different plugin meta data definitions and context definitions
• Page for adding plugins and logic for caching plugins
• Plugin loading logic
