no_proxy CIDR not evaluated when using winrm (inspec 3.9.3)

Describe the problem

Version in use: inspec 3.9.3
WinRM-connections are sent to a proxy if the target IP is part of an CIDR range within no_proxy variable (no_proxy=10.0.0.0/8).
If the target IP is specified within no_proxy WinRM connection is not sent to the proxy before (no_proxy=10.1.2.3).

Possible Solution

Evaluate no_proxy variable including CIDR ranges (e.g. 10.0.0.0/8).
