Add tests that exercise snabb config usage with Vita

We should add a comprehensive test suite that exercises configuring and interacting with Vita using snabb config with the vita-esp-gateway schema on the command line. We should test:

• adding, updating, and querying configuration
• querying state counters
• use cases like manual SA management, adding/removing queues/routes/...
