This PR is clarifying the default value of ForwardClientCertDetails which is SANITIZE_SET for GW (and not SANITIZE as previously stated) and APPEND_FORWARD for sidecar proxies (as written here https://istio.io/latest/docs/reference/config/istio.mesh.v1alpha1/#ProxyConfig-ProxyHeaders).
