Drop StandardSTC and DataCollection

In 1.2 we suggested to drop the StandardSTC and DataCollection types if all such records had disappeared from the Registry by version 1.3.

select distinct res_type from rr.resource

on a RegTAP service still has vs:datacollection but no vs:standardstc. Should we at least drop vs:standardstc?

There are still 50 vs:DataCollection-s out there from almost a dozen authorities. We ought to work to have these ported, but unless 1.3 will be severely delayed, it's clear that these won't be gone by the time of 1.3 RFC.
