Updates Log 17 October 2019 - Initial Commit of Julia Files. This version of the Toy Atmospheric Model will not run. jgc 11 November 2019 - Modified user_settings and constants to become modules. Effectively makes user defined values as "global" values. Will go with this approach until I learn of a better alternative. jgc
