Make "Update available" marker less aggressive

What feature do you want to see added?

Aggressive red exclamation mark icon is shown on build monitor page when plugin update is available.

This comes out to user like immediate action is needed. This appears a bit disturbing especially in all-green monitor views.

Build Monitor user may not have permission to update plugins, or have planned update cycle.

Suggestion alternatives (in order of my personal preference):

• Remove update icon from monitor view gear icon. I.e. leave update notifications as duty of normal plugin management.
• Make icon grey.
• Make icon progressively more aggressive (grey-green-yellow-red) over time (or number of versions behind), like browsers usually do nowadays.
• Make update note global configurable on/off.
• Make update note user configurable on/off per monitor view.
