Windows:

Clone, fork or download this repo. Replace the png files with your own flag design. Update the source code to match the file names and place the entire folder in "C:\Users\USERNAME\AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods". Now it should show up in the content manager in-game.
