Refactor config.ts to a js file that can be loaded dynamically #14

Since the generic backend is written in ts it needs to be compiled, and config is imported from various places and thus also compiled as a module

This way a single docker image can be built and the config file can be bind mounted, instead of having to rebuild on restart
