Clarify when this action works

This action doesn't seem to work for PRs from forks, which is quite unfortunate.

Such an action is especially useful for occasional contributors who are unfamiliar with the code style of a repo. Those will rarely have write access to the repo.

Could you confirm that, and probably put a disclaimer in the README?
