[DataCatalog2.0]: Refactor catalog CLI (work in progress)

Update of CLI logic on top of #4070

Development notes

This PR includes refactoring CLI logic and using KedroDataCatalog implementation from #4070.

All kedro catalog commands - list/rank/resolve/create were implemented as separate commands for now. But later old commands will be updated to support both KedroDataCatalog and DataCatalog implementstions.

Developer Certificate of Origin

We need all contributions to comply with the Developer Certificate of Origin (DCO). All commits must be signed off by including a Signed-off-by line in the commit message. See our wiki for guidance.
