监听命令启动之后，过几分钟不再生效 #873

我使用以下命令
./confd -watch -backend etcdv3 -basic-auth -username xxx -password xxx -log-level debug -interval 1 -node http://ip:port
来更新nginx的配置文件。
当命令执行后开始几次测试更新key的时候，一切正常，nginx配置文件能正常刷新。
过了几分钟之后，nginx配置文件不再更新，也不再刷新日志。
补充一下，使用的版本是0.16.0
