I know this corresponds with the current bug template but it feels to be a bit odd to allow reports against latest release if we have nightlies. Do we really want to waste time triaging issues that are fixed or no longer present on nightly but affect latest release?

We should not require folks to use the nightly, and they should be able to report issues against any supported release.
