knative sks mode proxy or server? #14860

Some of the created knative service sks are in proxy mode (they are still in proxy mode after capacity expansion is triggered during the pressure test) and some are in server mode. May I ask what determines the sks mode of ksvc? what's more, what does the activators (num activators) in the result list mean when using the kubectl get sks -n namespace command?
