Allow to configure a welcome notice in admin that is shown in the client after logging in for new and/or existing users.

Example of usage would be to communicate updates about:

New release changes
Invite users to share feedback via (new) support page when its added

Todo:

Add extra section to server settings page in admin to configure this notice.
Configure type of notice: show as one time when logging in (dashboard onafterrenderasync) or show as modal popup
When client retrieves vault, also send back server information such as this notice.
