Unpack emacs.tap from Universität Stuttgart

Remove the block size markers from the .tap file. Before and after each
4096-byte block is the byte sequence "\0\x10\0\0", 4096 in little
endian. Create a copy of the original, with just the underlying stream,
so it can be read as a tar.
