1.19.2 support

Adds 1.18 and 1.19 support (very simple)
Fixes 1.19.2 commands (not actually sure how this works on old version; untested)

Fixed Envoys

Tested to work on 1.8.8 through 1.17.1

For versions of Minecraft using Java below 16; also install DependencyManager

5.9.1 - New Java, Old Minecraft

Marked as a pre-release as this is not extensively tested and is not really supported behaviour; however it seems to work fine.

Allows you to use Java 17 on Minecraft 1.16.5 and other versions mixed and matched. Ideally this should only be used if you are actually using Java 17+ as it may have issues with older Java now.
