Change to the M64P Core repo: mupen64plus/mupen64plus-core@689e8a4

With DK64 ROM Hacks, there doesn't seem to be support to force 16K EEPROM outside of the Parallel launcher's hidden "Force 16K option" with the parallel launcher/base retroarch. Homebrew header should allow us to set it on a hack-by-hack basis
