Bug description

Ctrl+Shift+Drag&Drop will not create a symbolic link, but instead move a file or folder. The symbol next to the cursor while dragging reflects this.

Steps to reproduce

  1. Create an empty file.
  2. Drag the file while holding Ctrl and Shift.
  3. Drop the file in a different folder.

Expected behavior

  1. While dragging and holding Ctrl+Shift, the icon changes to linked chain.
  2. When dropping, a symbolic link is created.

Additional information

I've seen this also on Ubuntu 22.04 before. The problem does not show up when running as root via sudo nemo. Deleting ~/gnome2/accels/nemo did not change anything.

I have noticed the same phenomenon on Nautilus 46.2: It works as root, but not as normal user.
