chore: updated packages

• updated pnpm to 9.1.0 to avoid ERR_PNPM_BAD_PM_VERSION error on dev
• updated the workflow files to install pnpm version 9 (probably need to update the STORE_PATH? idk)
• updated @commitlint/* packages to latest version, there were pre-commit formatting bug that was preventing from pushing commits
• changed the prepare husky install to husky
