Now that technote.toml provides sphinx configuration options, update this documentation page to point to those methods.
This affects READMEs created by the migration
The canonical URL ends with a /, so don't add an extra one for the /v path.
This should provide a more accurate Sphinx-specific migration than using Pandoc alone.
