This is sometimes but not always accompanied by a PCIe correctable error.

Error returns need to be checked for.

Power limit setting needs to be applied, and then monitored and reset if it is not what we expect it to be.

It looks like the problem becomes much less frequent if
use_max_power_limit_when_switching: false
