(This is my first ever pull request so bear with me)
The City of Whittlesea Council have launched a redesign of their website and, with it, changed to the OpenCities API.
I used the near-by Nillumbik Shire Council as a foundation for the changes in this pull request as they use the same website design and API. Changes have been made to both the python file and documentation. The configuration has changed so this will be a breaking change. I've tested the changes on my personal Home Assistant install without any issues.
Hopefully I've done all of this somewhat correctly and haven't made a complete arse of myself. Cheers.
