Maintenance of GitHub Releases, git tags, version.rb and CHANGELOG.md is automated by release-please and release-please-action.

Merges to the main branch may create/update a release PR.
Once the release PR is merged - a new GitHub Releases and git tag are created.
Also CHANGELOG.md and version.rb are updated.
CHANGELOG.md is based on the commit messages that should follow Conventional Commits specification.
In order to set the release version, a commit with Release-As should be pushed to the release PR.
