NoRecreate option with a docker compose

Hi,

I've noticed that DockerComposeCompositeService invokes ComposeUpCommand twice.

At first it passes "--no-create" option to docker-compose. 2nd time, it always passes false

1. Can I please find out why we need two calls?
2. I have a situation where the library always recreates the container even if it's running already. Is this a bug?
