How to read the OCT rawdata?

Hi everyone, i'm currently try to read useful data from some .bin end files(oct rawdata), the doctors said that include 3 dimension array, but i try my best and got nothing, i see some examples that the .bin file is relied on .dcm file, so i'm not sure is it possible to read array from .bin file only.
