SLURM is now auto-configured to the CPU resources on the host.
A service is also added to update the configuration at startup, so that VMs created from images will also be set with the correct resources.

Additionally, the slurm-update-resources -h can be run at any time on the host, to update the configuration, optionally set the maximum allowed CPUs available to computations, and restart the SLURM services.
