Need to make it clear what the changes are from `m.ban`.
This will make it easier to talk about what the more severe
consequences are that need manual approval.

Implementation requirements:

  • Client sending takedown recommendation
  • Interpretations of the takedown recommendation (eg: applied to a room/user/server/etc)
