ad supported webmap

this is an open ended effort to shore up operating losses and keep pk radar running

the intent is to always offer an ad-free option for subscribers with data privacy in mind
because this is open ended hybrids of ad/subscribed may be considered at some point, but are not an expected mainline path.

this tracks the technical function of adding ads, and not determining the features enabled in an ad supported version
