If you have some items starred at the top and start moving things in or out of the starred items, it loses the order of the stars at the top. It just needs to be resorted after every reorder.

How if we create different sections. A section for Starred, a section for Completed and in between, a section which will be unnamed and just normal todos.
Separate those with <Divider />

Can add a separate button to rearrange if the user messes with the stared todo order
