Can the universal approximation theorem let the wave function be modeled as a composite of a non-linear activation function?

The primary motivation is to causally explain power law emergent complexity as a result of the non-linear activation function and its rates of change. It also might help explain the universality of neural networks and various other observations. Could this also help describe non-linear interactions in the Everettian bootstrap?

Any useful ideas?
