Feature scope

Taps (catalog, state, stream maps, tests, etc.)

Description

This is for now a catch-all issue to investigate discovery performance, specific to SQL taps and how the SDK can help speed it up.

A good reference implementation came up in MeltanoLabs/tap-postgres#528.
