Switch to requirements-dev.txt and requirements.txt for specifying Python dependencies. Although this is only pre-commit, it allows dependabot to alert on outdated/insecure versions.
Updating to kitchen-terraform v7 to get support for later ruby versions. Also updated inspec-gcp to v1.11.98.
