Use translation service for user manual

We have one example of a french page translated by hand; use https://www.deepl.com/translator translation service to translate the remaining pages.

This service does offer an API so we may be able to setup a script workflow; but for now do it by hand so we can evaluate the result.

md-translate docs/index.md -F en -T fr -P deepl --new-file --drop-original 

The application required Chrome using test framework to drive the user interface to translate phrase by phrase.
