Describe the issue

Same issue as #8567, but now that we have the ability to self-promote the connected identity to sys-admin wondering if we can put this logical check into this flow (similar to how it's in the driver flow). I keep running into errors where Gather Tenant SRs tries to process new environments not yet touched by the driver flow.

Expected Behavior

Have a catch after "Get Parent BU for ID" in case the connected identity is not yet a sys admin in that environment, with logic to self-promote the connected ID & then retry this action.

Hello. Happy to put this on the backlog but we probably wont get to it soon as we are still having to keep that connector usage low since its in preview.
