Check dependency version compatibility

Broken out from #22117 (comment).

Currently, setting python.missingPackage.severity to Error in the pre-release extension makes missing packages from requirements.txt (maybe other package manager files?) show as a Problem:

The request here is to also have it check that installed package versions are within the required range.
