コンフィグ自体の適用はSecretManager側から済んでいるが、ベースのコンフィグ自体と同期していないと意図せずロールバックさせてしまう可能性があるためこちらも更新
httpでGCSへリクエストを飛ばして落ちていたためSSLを用いて接続するように修正
mattermost上でファイルがアップロードできるようになっていることを確認済み


          fix: change to use ssl to connect gcs
