v1.5.1 2019 Summer Release

A quick update for the summer of 2019. Nothing changed code-wise, but we are tidying up our repo and make it all more streamlined. We have dropped support for the old-style Cplusplus TOPs. And we have restructured our repo to take advantage of the new custom operator file location. Now, you can just download and go.
