It might be nice to add the pre-commit config and resulting formatting as separate commits so that we can add the mass formatting commit to an ignore-revs file (like what I set up in 4e18f43) |

Added pre-commit with some best practices for terraform formatting & other linting.
Not sure if we should merge this at the moment.
