WNP 117 for VPN Expansion

Firefox 117 releases 29 August

This page will promote VPN in a number of target countries, as well as globally in en-US (some countries still excluded).

For en-US in non-target countries, it will be an 80/20 split between VPN and Relay (see #13495). Of that 80%, it will be a 60/40 split between linking to the VPN landing page and linking directly to the pricing section of the landing page (#pricing).

For targeted countries, we're having content localized by a vendor so translations will need to be hard-coded rather than in Fluent. Translations are being collected here: https://drive.google.com/drive/u/1/folders/1ZJ_o6QKlb_ZZLE_xq2VehKXjODAe96jY
