Port monitor breach listing and detail pages to bedrock

We'll be porting the breach listing and detail pages to bedrock. I've talked to maxx and rhelmer about how this is done and here are the details I have:

• The breach data comes from a JSON API endpoint at HIBP
• That data should be consumed and stored in our DB
• They maintain a recommendations list for certain breach types: https://github.com/mozilla/blurts-server/blob/01e7208f741289637e611be0e5921520124b7933/src/utils/recommendations.js
• The breach icons are fetched from DDG, the current code for which is here: https://github.com/mozilla/blurts-server/blob/1382f301f0b8c6eb34b5010ce7526cf7c87dcc8a/src/scripts/syncBreaches.js#L36-L75

We can start the work of having bedrock fetch and store the data now in prep for the page templates to be ready to go.
