Description

We initially thought we should have a single switch to toggle the website refresh, but once dev work started it made sense to control different portions with separate waffle switches so they could be activated independently. In practice that separation has also led to some redundancy and conflicting dependencies in to keep each thing truly self-contained. So now that we're this far along it seems better to control it all by a single switch after all.

I propose m24-website-refresh as a global switch name.
