After feedback from Wesley, the plan is to
1. Discuss a text change during Plenary Time in Portland that everyone can agree on
2. Potentially fine-tune via Virtual Meeting
3. Present "no no-vote" before 2nd vote in Munich, when it's clear that Sessions (and Info before init) got in.

Fork existing prototype for mpiwg-tools for everyone to have access
Need to talk to Martin on what the time frame for working on QMPI can be in 2020

Need to clarify discussion with Dan (Holmes) in last virtual meeting
